- Utility Financial Services Manager
Description
PURPOSE
Under broad direction, manages, plans, coordinates, and directs staff and financial activities monitoring the financial sustainability of Utility operations and ensuring appropriate financial projections, controls, and fiscal integrity within the Utility Enterprise funds; and performs related duties as assigned.
ESSENTIAL FUNCTIONS
Manages, develops, implements, monitors, and proposes alternative long-range financial projections in order to achieve departmental goals and priorities; maintains the appropriate Capital Program spending, Debt Service Coverage Ratio, and working capital balances. Coordinates with Finance Department on debt issuance
Manages, plans, and facilitates Utility rate design, and financial design and modeling proposals; works with consultants to review analyses and recommend rates and fees to meet strategies and goals; manages the review of both City and other agency rate and fee proposals that will impact customers and Utility revenues and billings
Provides management with financial information, research, and analyses to manage, develop, and oversee annual and long-term financial planning; makes presentations before public committees and management on financial results, projections, rate proposals, and recommendations
Coordinates the development of and monitors performance of the department operational and CIP budgets
Manages, plans, directs, and evaluates the work of the staff; oversees routine accounting responsibilities
Develops, monitors, and presents historical financial results, trends, and projections to management to facilitate informed decisions for current and future planning
MINIMUM QUALIFICATIONS
Bachelor’s Degree from an accredited college or university in Accounting, Finance, Business Administration, or a closely related field
Ten (10) years of progressively responsible experience performing complex financial, administrative, managerial, statistical, and budgetary analyses, which includes five (5) years in a management / supervisory role and two (2) years overseeing an enterprise fund
Note: An equivalent combination of related training and experience may be considered
Desirable: Prior experience in the public sector overseeing a governmental utility enterprise fund
Desirable: Licensed as a Certified Public Accountant (CPA); OR Certified Public Finance Administrator (CPFA), OR as a Certified Public Finance Officer (CPFO)
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of professional accounting principles and practices as published by the Financial Accounting Standards Board (FASB) And the Government Accounting Standards Board (GASB)
Knowledge of municipal utility fiscal practices and rate development, or knowledge of fiscal practices and rate development for a complicated billing system in a similar type of private business enterprise
Ability to satisfy the accounting/financial requirements of Generally Accepted Accounting Principles, and National Association of Regulatory Utility Commissioners; prepare and present operating and capital budgets; forecast the fiscal impact of changes in service areas; analyze long-term capital needs and recommend appropriate fiscal investment instruments; establish and manage a fiscal system and cash management procedures for the utility; supervise and direct the activities of professional, technical and clerical employees working in diverse areas; establish and maintain effective working and public relationships; use a personal computer and implement specialized computer programs; communicate effectively, both orally and in writing; and develop effective policies and procedures and oversee implementation; comprehend and adhere to all security policies, guidelines, and procedures
