Senior Program Manager, Adult Workforce Development
The Senior Program Manager, Adult Workforce Development, provides strategic leadership, program oversight, and operational management for workforce initiatives serving adult job seekers. This role is responsible for designing, implementing, and scaling workforce training programs that connect participants to living-wage employment, career pathways, and industry-recognized credentials. The Senior Program Manager ensures program quality, compliance with funding requirements, strong employer partnerships, and measurable outcomes aligned with the organization’s mission and economic mobility goals.
Key Responsibilities
Program Leadership & Strategy
- Lead the design, implementation, and continuous improvement of adult workforce programs, including job readiness, skills training, career coaching, and placement services.
- Develop program strategies aligned with labor market trends, employer demand, and community workforce needs.
- Establish program goals, performance benchmarks, and participant success metrics.
- Identify opportunities to expand programming into new sectors or credential pathways.
Program Operations & Management
- Oversee daily program operations, ensuring services are delivered on time, within scope, and within budget.
- Supervise program staff, instructors, case managers, and workforce specialists.
- Develop and maintain program policies, procedures, and service delivery models.
- Ensure high-quality participant intake, assessment, service planning, and follow-up.
Employer & Partner Engagement
- Build and maintain relationships with employers, training providers, unions, and industry partners.
- Align training pipelines with real hiring needs and placement opportunities.
- Coordinate with community partners to provide wraparound supports such as transportation, childcare, and financial coaching.
Compliance, Data & Reporting
- Ensure compliance with grant requirements, workforce contracts, and regulatory standards.
- Monitor program performance using data systems and outcome tracking tools.
- Prepare reports for leadership, funders, and external stakeholders.
- Use evaluation findings to strengthen program effectiveness and participant outcomes.
Budget & Resource Management
- Manage program budgets, forecasts, and expenditures.
- Support grant development by contributing program design, budgets, and outcome projections.
- Ensure responsible stewardship of funding and resources.
Requirements
Qualifications
Required
- Bachelor’s degree in Public Administration, Workforce Development, Education, Social Services, or related field (Master’s preferred).
- 5–8+ years of experience managing workforce development, adult education, or employment programs.
- Demonstrated experience supervising staff and managing multi-site or multi-funded programs.
- Strong understanding of career pathways, sector-based training, and workforce systems.
- Experience working with adult learners, underserved populations, or barriered job seekers.
- Strong project management, data analysis, and program evaluation skills.
Preferred
- Experience managing government or foundation workforce grants.
- Knowledge of credential programs, apprenticeships, or industry training models.
- Familiarity with workforce databases or case management systems.
- Experience building employer partnerships and job pipelines.
