Public Sector will work with government and public sector organisations to address complex operational and service delivery challenges via digitalisation. The role combines structured problem solving, stakeholder engagement and strong awareness of public sector priorities to deliver practical recommendations and implementation support.
Key Responsibilities
- Lead workstreams on public sector consulting projects, including diagnostics, digital strategy development, operating model design and implementation planning.
- Plan and facilitate interviews, focus groups and workshops with senior officials and frontline staff to identify issues, gather requirements and co-create solutions.
- Analyse complex business and operational challenges using qualitative and quantitative methods, and synthesise findings into clear insights and recommendations.
- Develop high-quality client deliverables, including reports, presentations, business cases and implementation roadmaps.
- Monitor public sector trends, government policies, reform agendas and emerging topics, and translate them into implications and opportunities for clients.
- Collaborate with cross-functional teams (digital, risk, change management etc.) to design integrated solutions for public sector clients.
- Support business development activities, including proposal writing, opportunity assessment and thought leadership content.
- Coach junior team members, provide on-the-job feedback and contribute to building the public sector practice.
- Bachelor's degree or above in Information Systems, Operation Management or related disciplines.
- 3-5 years of experience in consulting or advisory roles, with a strong focus on public sector or government clients.
- Proven experience working with public sector organisations (e.g. government departments, regulators, public agencies, NGOs, public utilities) on digital strategy, transformation, operations or policy-related projects.
- Strong analytical and problem-solving skills, with the ability to structure ambiguous issues and develop clear hypotheses.
- Demonstrated experience in conducting stakeholder interviews, workshops and presentations with senior and operational stakeholders.
- Excellent written and verbal communication skills, with the ability to translate complex ideas into clear, concise messages.
- Strong proficiency in both Chinese and English (written and spoken), including the ability to draft reports, prepare presentations and facilitate discussions in both languages.
- Good understanding of current public sector issues, government policy priorities, reform agendas and emerging topics in areas such as digital government, public finance, social services, infrastructure, sustainability or regulatory developments.
