Job DescriptionThe Project Manager will serve as the senior technical and operational authority for the delivery of an international standard landmark healthcare facility of national significance, overseeing the complete project lifecycle from mobilization through commissioning and handover. This role is accountable for end-to-end execution excellence, ensuring the project is delivered on time, within approved budgets, to world class quality standards, and in full compliance with Nigerian regulations and international healthcare construction benchmarks.
Key Responsibilities
Project Leadership and Delivery
- Provide overall leadership and strategic direction for the entire project lifecycle, from pre-construction planning through construction, commissioning, handover, and close-out.
- Develop, approve, and continuously manage the Project Execution Plan (PEP), ensuring full integration of scope, schedule, cost, quality, risk, HSE, procurement, and communications.
- Establish clear project governance structures, reporting lines, and decision-making frameworks.
- Ensure delivery of the project within approved budget, timelines, and quality benchmarks, meeting international healthcare facility standards.
- Act as the senior on-site authority, empowered to make timely technical, operational, and commercial decisions to protect project objectives.
- Drive alignment between client expectations, design intent, construction execution, and operational readiness.
Construction Management and Technical Oversight
- Provide comprehensive oversight of all construction activities, including civil works, structural systems, architectural finishes, MEP services, medical gas systems, specialist hospital installations, and infrastructure works.
- Ensure full compliance with: International healthcare construction and infection-control standards, Nigerian building codes and statutory regulations, Approved designs, specifications, and contract requirements.
- Review and approve construction methodologies, method statements, inspection and test plans (ITPs), and work programs.
- Proactively identify constructability risks, design coordination issues, and sequencing challenges, implementing corrective actions early.
- Lead technical coordination between consultants, contractors, OEM vendors, and commissioning teams.
- Oversee testing, commissioning, and readiness for clinical operations in collaboration with hospital operations teams
Schedule, Cost and Risk Management
- Develop, monitor, and control integrated master schedules using Primavera P6 and/or MS Project, ensuring alignment across design, procurement, construction, and commissioning.
- Drive cost management discipline through accurate forecasting, variance analysis, and proactive corrective actions.
- Collaborate with Finance, Commercial, and Treasury teams on cash flow planning, funding alignment, and payment certification.
- Review and approve contractors' claims, variations, extensions of time, and change requests.
- Establish and maintain a comprehensive project risk register, ensuring risks are identified early and mitigated effectively.
- Lead recovery planning and acceleration strategies where performance deviates from approved baselines.
Health, Safety, Quality and Compliance
- Enforce strict compliance with HSE policies, international safety standards, and local regulations, targeting zero fatalities and zero major incidents.
- Promote a visible and proactive safety-first culture across all contractors, consultants, and site personnel.
- Ensure robust Quality Assurance and Quality Control (QA/QC) systems are implemented and adhered to at all stages.
- Target zero critical defects through rigorous inspections, audits, and testing regimes.
- Chair regular HSE and quality review meetings, ensuring corrective actions are tracked and closed.
- Ensure environmental protection measures and sustainability standards are fully implemented.
Stakeholder and Governance Management
- Serve as the primary interface with: Project Director, Consultants, contractors, and specialist vendors, Regulatory bodies, approval authorities, and government agencies, Community and external stakeholders
- Provide clear, accurate, and timely executive-level reports, dashboards, and presentations.
- Manage stakeholder expectations and resolve issues diplomatically to maintain trust and project momentum.
- Ensure governance processes, approvals, and documentation meet corporate and regulatory standards.
Procurement, Commercial, and Contract Coordination
- Provide leadership oversight to procurement and commercial teams to ensure timely sourcing of materials, equipment, and specialist systems.
- Support contract administration, ensuring adherence to contractual obligations and fair risk allocation.
- Participate in key negotiations with contractors, consultants, and suppliers where required.
- Ensure commercial decisions support overall project value, cost efficiency, and risk reduction.
Team Leadership and Capability Development
- Lead, mentor, and motivate a multidisciplinary and multicultural project team, including local and expatriate professionals.
- Set clear performance expectations, conduct regular reviews, and hold teams accountable for results.
- Foster a culture of excellence, integrity, collaboration, and continuous improvement.
- Drive succession planning, skills transfer, and long-term capacity building within the organization.
- Ensure knowledge captured and lessons learned are documented for future projects.
Project Close-Out and Handover
- Oversee final inspections, snagging, commissioning, and handover processes.
- Ensure all documentation, as-built drawings, warranties, and certifications are completed and approved.
- Support smooth transition to operations and facilities management teams.
- Deliver a fully compliant, functional, and operational hospital facility ready for clinical use.
Requirements
- Bachelor's degree in Civil Engineering, Construction Management, or related discipline.
- Master's degree or professional certification (PMP, PRINCE2, or equivalent) is highly desirable.
- Minimum 20 years of progressive construction management experience.
- Proven leadership on large-scale, high-rise, or hospital construction projects.
- Demonstrated experience managing multi-million-dollar projects with complex stakeholder structures.
- Experience working with international consultants, contractors, and expatriate teams is a strong advantage.
