Position: Program Manager (NAVAIR)
Overview: ITC is actively seeking an experienced Program Manager to join our team to providing senior level oversite of a Foreign Military Sales Logistics Sustainment Services Contract. The PM is responsible for managing several Project Officers, Program Management Office personnel, a geographically dispersed workforce, and multiple subcontractors across multiple task orders to achieve technical, cost, and schedule requirements, as well as customer satisfaction.
Responsibilities:Directly responsible and accountable to ITC’s Chief Operating Officer and the USG Customer for overall program execution and delivery.
Establish and maintain relationships with various key stakeholders – employees, subcontractors, vendors, military leaders, government agencies, etc.
Serve as the primary technical point of contact with the Government Contracting Officer, Government Technical Point(s) of Contact, Government Contracting Officer’s Representative, and other key stakeholders, responding in a timely manner to any inquiries or requests.
Lead daily customer and program team interactions to ensure expectations are consistently met, milestones are met, requirements and risks are collected and communicated, and feedback shared with the program team.
Manage program logistics and achievement of program milestones and contract deliverables with a focus on contract requirements, technical performance objectives, risk management, employee performance, and cost controls.
Track program status and action items and communicate high priority issues back to the leadership team.
Lead development of and ensure all deliverables are of the highest quality, adhere to internal standards, and meet performance, schedule, and cost metrics and are delivered on time and to the customer’s satisfaction.
Lead the identification of program risks and creation of mitigation plans, as well as work toward finding customer-acceptable and contract compliant solutions to any problems which may arise during program performance; Implement solutions and resolve program issues.
Develop, track and monitor program metrics to identify areas for improvement and implement process improvements accordingly.
Provide strategic vision and program implementation guidance, including opportunities for program growth and enhancement.
Manage the distribution of human capital as required to support successful performance of all Task Orders and provide technical direction as necessary to complete tasks, develop and enforce program work standards and schedules, review work performance, manage vendors and subcontractors, supervise program personnel, support hiring, training, and retention of personnel, and communicate policies and program goals.
Lead the assessment and communication of subcontractor performance in accordance with subcontract requirement
Monitor contract and subcontract funding and support PMO preparation of forecasts for monitoring program financial performance.
Oversee PMO development of the contract and task orders budgets, and performance to the contract and Task Order baselines, monitor spending plan and burn rates, achieve fee objectives, and provide explanations for any variances to direct and indirect cost elements.
Keep current on FMS program updates, policies and applicable U.S. Government regulations.
Support ongoing corporate business development and bid and proposal efforts: participate in related meetings, routinely engage business network for opportunities, review and respond to solicitations and requests for information, support proposal development and transition after award. Coordinate the use of Subject Matter Experts supporting the program when they are required to support proposal development.
Actively investigate and identify opportunities to deliver organic growth through awareness and solutioning to solve customer challenges beyond current contract scope and scale.
Develop and deliver presentations and lead program meetings, as required.

Requirements
Minimum Qualifications:
- Active Secret Security Clearance
- 10+ years of experience and a Master’s Degree or 14+ years of experience and a Bachelor’s Degree.
- Experience must be in a field related to FMS, logistics, program management, or a technical or business analysis discipline related to acquisition, life cycle management, analysis, or planning.
- Progressive experience managing increasingly larger and/or complex DoD programs as a contractor; to include financial and subcontractor/vendor management experience.
- Former Navy or government experience, NAVAIR experience preferred
- Familiarity with the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations Supplement (DFARs), and Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) requirements
- Demonstrated ability to maintain professional working relationships with individuals and groups at various levels of authority and responsibility within and outside the organization.
- Demonstrated ability to prioritize projects and escalate issues to the appropriate parties as necessary.
- Demonstrated ability to manage multiple tasks independently in a fast-paced, high stress environment.
- Demonstrated ability to identify program risks and resolve issues, while being flexible and adaptable to change.
- Excellent written and verbal communication skills with a demonstrated ability to present material to senior leadership.
- Demonstrated proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook, SharePoint).
- Pride of ownership for tasks with a focus on quality.
- Observant and detail oriented.
Preferred Qualifications:
- Experience in security cooperations/security assistance, general logistics, technology and financial management programs.
- Business development and proposal support experience.
- Program Management Professional (PMP), Lean Six Sigma (LSS) or equivalent certifications
