Strategic Analysis, Inc. (SA) is actively seeking a versatile Policy Analyst, Lead to facilitate Science, Technology, and Innovation Board (STIB) Quarterly meeting engagements and manage Federal Advisory Committee Act (FACA) processes. The STIB is comprised of former senior military and government officials, as well as leaders in industry and academia leaders that provide independent advice to (DoW) senior leadership on modern science and technology (S&T) challenges. When not supporting meetings, the Policy Analyst will serve as an action officer, supporting the government in managing the full range of administrative, programmatic, and policy issues impacting STIB studies and assisting with other STIB activities as necessary in a fast-paced environment.
Onsite work with our government clients in the Pentagon and at SA HQ is necessary. Telework options are available within the Washington, DC area.
Responsibilities:
-Provide analytical support to STIB Quarterly meetings, Summer Study meetings, Task Force meetings and supporting activities. Includes:
-Oversee analytical and administrative support to the STIB Quarterly meetings and support Summer Study and Task Force efforts.
-Interact directly with current and former Flag Officers, Political Appointees, Senior Executive Service (SES)-level government, and C-Suite individuals in support of various STIB efforts.
-Facilitate communications among Task Force members, Government Advisors, and invited guests and speakers.
-Maintain and develop strong understanding of Department operations; in particular, those of the Office of the Under Secretary of War e for Research and Engineering (OSW(R&E)).
-Coordinate and prepare meeting agendas and report outlines at the direction of the Government.
-Conduct background research (i.e., archival analysis of previous STIB studies, public and private sources for relevant data, etc.)
-Maintain calendars, schedule meetings, and coordinate actions pre- and post-meetings for government personnel and in support of STIB Quarterly meetings, STIB Summer Study, and Task Forces.
-Direct support for the in STIB preparing, editing, and finalizing briefings, reports, and other formal products for internal (DoW) and external audiences.
-Prepare FACA notes for official STIB meetings and activities.
-Provide support to STIB FACA process.
-Engage with Office of General Counsel (OGC) to clarify FACA needs as required.
-Develop Federal Registrar Notices for Quarterly and Board level meetings.
-Develop FACA-specific determinations to hold meetings.
-Compile, package, and publish all FACA notes/materials from Studies and Task Forces.
-Provide support for the Annual Comprehensive Review (ACR).
-Provide support to STIB membership process.
Requirements:
-U.S. Citizen and current DoD TS//SCI eligibility.
-Bachelor's degree plus five (5) years of relevant experience.
-Ability to work onsite in the Mark Center/Pentagon at least three (3) days a week, plus ability to work onsite at SA HQ, as needed, for STIB meetings or other preparatory support.
-Capable of working independently, as well as in a team environment.
-Demonstrated ability to perform at a high-level of proficiency on short deadlines and with minimal supervision.
-Self-motivated and capable of adapting to changing conditions and situations.
-Ability to work in a fast-paced environment and balance priorities across multiple tasks.
-Strong team player capable of leading group activities and consistently displays work habits. conducive to the success of the unit/team to better achieve organizational missions.
-Strong judgment and ability to reach sound conclusions.
-Excellent written and verbal communication skills, including editorial proofreading.
-Familiarity generating, handling, and protecting classified material.
-Seeks new opportunities to grow personally as well as professionally.
-Proficiency in Microsoft Suite including Word, PowerPoint, Excel, and SharePoint applications, as well as MS Teams and similar collaboration and video teleconferencing capabilities, such as ZoomGov.
-Ability to support STIB Office administrative functions, as needed.
Preferred Qualifications:
-Master's Degree plus three (3) years of relevant experience.
-Prior DoD or military experience.
-Experience working with technical projects and technical writing/editing.
-Prior project management experience
