POSITION DESCRIPTION Operations Officer
Job Title: Operations Officer - Maritime Patrol Project
Reports to: BT67 Program Manager
Classification: Exempt
Time Commitment: Full-time
Position Summary
The Operations Officer - BT67 Maritime Patrol Project (Ops O) will work directly in support of the BT67 Program Manager (PM) with clients/customers to ensure deliverables fall within the applicable scope and budget of AIRTEC's operations. He or she will support the PM in coordinating with other departments to ensure all aspects of each program and/or project are compatible and will assist HR in hiring new talent as needed to fulfill project needs. The Ops O will support the PM in developing project and/or program scopes and objectives and will monitor all aspects of the project and/or program throughout the entire life cycle.
Essential Functions
- In support of the PM, achieves operational objectives by contributing information and recommendations to strategic plans and reviews; preparing and completing action plans; implementing production, productivity, quality, and customer-service standards; resolving problems; completing audits; identifying trends; determining system improvements; implementing change.
- In support of the PM, accomplishes human resource objectives by assisting in the recruiting, selecting, orienting, and training of new talent, as needed to meet project requirements.
- In support of the PM, meet with clients to take detailed ordering briefs and clarify specific requirements of each program and/or project.
- In support of the PM, coordinates internal resources and third parties/vendors for the flawless execution of the program and/or project, ensuring that all projects are delivered on time, within scope, and within budget.
- In support of the PM, develops programs and/or project scopes and objectives, involving all relevant stakeholders and ensuring technical feasibility.
- In support of the PM, ensures resource availability and allocation.
- In support of the PM, develops a comprehensive program and/or project plan to be shared with clients as well as other staff members and tracks progress accordingly.
- In support of the PM, meets budgetary objectives and makes adjustments to program and/or project constraints based on financial analysis.
- In support of the PM, uses appropriate verification techniques to manage changes in program and/or project scope, schedule, and costs.
- In support of the PM, measures program and/or project performance using appropriate systems, tools, and techniques.
- In support of the PM, manages the relationships with the client and all stakeholders.
- In support of the PM, establishes and maintains relationships with third parties/vendors.
- In support of the PM, creates and maintains comprehensive program and/or project documentation and reports.
- Performs other duties as assigned by the PM
Supervisory Responsibilities
- This may at times be supervisory, requiring leadership in the absence of the PM.
Skills Required
- Attention to detail and ability to complete required reports on a timely basis.
- Ability to work in a collegial manner with Company employees, vendors, and customers.
- Excellent communication and customer service skills.
- Working knowledge of Microsoft Office.
- Experienced in the Intelligence Cycle, ISR Targeting Cycle, and Processing, Exploitation & Dissemination products.
- Must be familiar with Manned and/or Unmanned ISR or MPA Operations, F3EAD, Targeting, Collection Management, HUMINT, SIGINT, IMINT collection, Processing, Exploitation, and Dissemination.
- Proven independent decision-making skills.
- Experience working in the SOUTHCOM AOR.
Skills Preferred
- Former US Military Aviation or Intelligence Officer, Warrant Officer or NCO/CPO
- Familiar with Foreign Internal Defense, Unconventional Warfare, Asymmetrical Warfare, and Counter-Insurgency principles, Humanitarian and Stability Operations, joint and interagency doctrine, logistics, communications, and working with foreign and US military senior leaders.
- Strong understanding of Cross-Cultural Communication (oral and written), and working within senior military staffs.
Minimum Qualifications
- Must have Aircrew (Pilot or Sensor Operator) Experience
- U.S. citizenship.
- Must possess a current US passport.
- Must possess an active security clearance at the Secret level or higher.
- Ability to successfully pass a drug test.
- Bachelor's Degree in a related field with a minimum of 15 years of relevant project management experience; 10 years of experience may be substituted for a Bachelor's degree.
- Working knowledge of applicable FAA rules, regulations, and standards.
- Solid understanding of the policies and regulations of flight operations as directed by DCMA INST 8210.1C (AR 95-20), CONTRACTOR'S FLIGHT AND GROUND OPERATIONS.
Preferred Qualifications
- Experience with process improvement and inventory control.
Travel
- Travel and rotational deployment throughout the United States and locations outside of the United States, including austere locations, is required.
