Special Assistant to the General Counsel
Maryland Public Service Commission
Salary Range: $70,743.00 - $110,288.00 / year
Closing Date: March 16, 2026
The Maryland Public Service Commission’s Office of General Counsel (OGC) seeks a full-time employee to provide support to OGC. This newly created position will provide an opportunity to work with OGC attorneys on a wide array of matters related to the regulation of electric, gas, transportation, telecommunications and other industries regulated by the Commission.
About the Commission: The Commission is a state regulatory agency that oversees public service companies to ensure that their rates, terms, and conditions of service are just, reasonable, and transparent. The Commission acts to protect the safety of the public, ensure efficient and reliable delivery of public utility services, and encourage the conservation of natural resources and environmental preservation. About the Office of General Counsel: OGC provides legal advice and assistance to the Commission on questions concerning the jurisdiction, rights, duties and powers of the Commission. OGC also defends Commission orders in court in appellate litigation, represents the Commission in federal and state administrative proceedings, and initiates and defends other legal actions on the Commission’s behalf as needed.
Required Qualifications
- Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
- Experience: Five years of administrative staff or professional work preferred, or equivalent substituted educational/work experience noted below.
- Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.
Desired or Preferred Qualifications
- Paralegal experience.
- Experience drafting and proofreading legal documents.
- Strong experience with Microsoft Office, particularly Word and Excel, and GoogleDocs management.
- Experience in case management.
Duties of this Position
- The Special Assistant performs complex administrative duties requiring a comprehensive knowledge of the agency's regulations and procedures.
- Case Management. The Special Assistant will have primary responsibility for OGC case management, including maintaining a list of cases, projects, and issues pending with OGC attorneys, and tracking litigation deadlines and next steps.
- Drafting and Proofreading. The Special Assistant will draft templates of Commission orders and correspondence. The Special Assistant will also proofread legal documents for accuracy, grammar, spelling, punctuation, and formatting errors, and verify that the documents adhere to the style guidelines of the Commission, including citation formats.
- Filing. The Special Assistant will be responsible for filing legal documents, including through Maryland Electronic Courts (MDEC).
- Research. The Special Assistant may assist OGC by conducting legal research on Lexis and/or Westlaw, and by checking citations and legal format on OGC legal briefs.
