About the Government Partnerships & Policy Team
The Government Partnerships & Policy team informs and influences federal, state, and local policymakers to promote the growth of employment social enterprise and increase economic opportunity for social enterprise employees through funding, intermediation, and public policy. The Government Partnerships & Policy team is charged with managing existing programs like LA:RISE, the nation’s first public-private partnership connecting workforce and employment social enterprise while also creating new and innovative public-private partnerships that help grow the social enterprise sector.
The Role:
The Government Partnerships Manager will support the Butte County Office of Education (BCOE) and the Back 2 Work (B2W) Program by delivering technical assistance to ESE grantees through both individual and group settings. This support aims to enhance program delivery and improve outcomes for participants.
In addition to direct program support, the Manager will provide strategic recommendations to strengthen BCOE’s overall program administration and business capacity. Key focus areas include marketing and communications, upskilling strategy development, data tracking and quality control, and comprehensive training and onboarding for staff and partners.
The Manager will also lead state and local advocacy efforts to promote long-term program sustainability and visibility. This includes identifying and cultivating relationships with key stakeholders such as employer partners and philanthropic organizations. The role is a benefitted contract role that is currently funded through June 2026, with the potential for extension to June 2027.
The Responsibilities:
Manage Back 2 Work (B2W) Program
- Lead cross-agency project management in coordination with BCOE and Caltrans. Responsibilities include overseeing contract management and compliance, managing scopes of work (SOW), work plans, timelines, and facilitating teaming meetings with internal and external partners. Monitor contract spending to ensure alignment with budget and program goals.
- Develop and implement a comprehensive technical assistance strategy to support ESE grantees. This includes maintaining a B2W Community of Practice, organizing in-person convenings, curating an online resource directory, and identifying challenges and opportunities to enhance grantee success. Support may include training, individualized technical assistance, and the development of programmatic resources, policies, or procedures.
- Align B2W with REDF’s broader strategy by contributing to cross-team collaboration and elevating B2W strategies, resources, and lessons learned for the wider ESE community. Translate insights into various content formats such as policy briefs, case studies, blog posts, articles, and presentations.
- Track programmatic progress using REDF’s CRM system. Manage monthly, quarterly, and annual reporting for government partners and internal stakeholders to ensure transparency and accountability.
Relationship Management
- Maintain strategic relationships with B2W ESE grantees to identify program successes, surface opportunities for growth, and collaboratively address challenges and barriers to participant outcomes.
- Manage partnerships with government entities including BCOE, Caltrans, elected officials, and community organizations. Focus on building long-term relationships that support programmatic and contractual goals, while positioning REDF and ESEs to access public sector funding.
- Represent REDF in public forums—including meetings with elected officials, staff, and established committees or task forces focused on issues such as homelessness, workforce development, reentry, and related issues. Lead communication strategies and manage relationships across diverse internal teams and external public sector audiences to integrate ESEs into broader workforce systems.
Support Strategic Communications
- Amplify B2W success stories, including participant success, by supporting storytelling efforts, media events, and other initiatives that raise awareness of the transformative impact of B2W in local communities.
- Advance advocacy efforts in partnership with REDF’s Head of Policy by supporting state and local campaigns that promote B2W’s long-term sustainability and visibility. Recruit and engage B2W ESE grantees and other key stakeholders to participate in these efforts.
- Develop program communications in collaboration with REDF’s marketing team, including newsletters, participant spotlights, program flyers, and progress or annual reports.
- Create and disseminate high-quality content in partnership with REDF’s communications team and REDFworkshop.org. Focus on materials that advance understanding of the social enterprise value chain and talent development solutions, tailored to both general and specialized audiences.
The Qualifications:
- Bachelor's degree or equivalent and 4-6 years of proven experience in public sector and policy relating to workforce development or employment of individuals facing barriers to work.
- Expertise and understanding of government contracting, compliance, reporting requirements, and partnership building specifically subject matter knowledge of Los Angeles workforce, homelessness, opportunity youth and reentry services.
- Possess a “generalist” toolkit and approach; expertise leading and tackling multiple facets of government contracts and projects including program management, compliance, programmatic and fiscal reporting, marketing and outreach, providing technical assistance, etc.
- Demonstrated ability to work autonomously; able to identify solutions around barriers for both self and more junior staff
- Strategic and thoughtful in use of communications as a tool to share knowledge, get buy-in, consult with others, collaborate, and drive effective decision-making.
- Strong collaborator; comfortable working with others that possess a wide diversity of backgrounds, skills, and experience; naturally finds ways to upskill others
- Able to make important decisions under conditions of ambiguity and imperfect information; able to identify and evaluate complicated trade-offs

- Able to travel up to 30% for work purposes (once business travel resumes)

Position Location and Pay Range:
This position is based in California. The salary range for this position is $95,423 – $124,465 and reflects San Francisco and Los Angeles based positions. The range will be adjusted according to candidate’s location.
