Doctrine Writer/Operations AnalystDoctrine Writer/ Operations Analyst JEB Little Creek, VA The Doctrine Writer reports to and receives work direction from the Senior Military Analyst/Doctrine for the Doctrine and Tactics Analysis and Development, and Mission Area Effectiveness Assessment Cadre, or the Project Manager. The Doctrine Writer is responsible for the development or revision of expeditionary warfare (EXW) (explosive ordnance disposal [EOD], mobile diving and salvage [MDS], maritime expeditionary security force [MESF], Navy expeditionary logistics support group [NAVELSG], and Navy Expeditionary Intelligence Command [NEIC] operations), construction (CON), Navy-wide force protection (FP) (including antiterrorism [AT]), and combating irregular challenges (CIC) doctrine publications, concept of operations (CONOPS), and concepts of employment (COE). The Doctrine Writer also serves as an Operations Analyst when required and receives direction from the Senior Military Analyst for Advance Tactics, Techniques, and Procedures. ESSENTIAL DUTIES AND RESPONSIBILITIES
- Provide support to NEXWDC as a doctrine developer for publications designated by the NEXWDC Doctrine Branch Program Managers for rewrite, update, or merger with other U.S. Naval doctrine publications, per the EXWDC Doctrine Strategic Project Plan.
- Assist in all aspects of development for each designated doctrine publication, CONOPS, or COE, in accordance with current directives
- Participate in working group meetings, concept development team (CDT) conferences, and other planning conferences with NEXWDC government personnel to help define, refine, recommend requirements, conduct mission analysis, and other project related purposes
- Coordinate with external agencies for research support for doctrine development, as required
- Provide periodic project updates to the NEXWDC staff as required and directed
- Work with a collaborative team, to develop draft professional documents for doctrine publications in various stages of development
- Coordinate with military and government personnel and support all aspects of the doctrine development process
- Leverage overarching joint and naval concepts and strategy (e.g., fleet design, distributed maritime operations, expeditionary advance base operations), and consider naval integration during development of NEXWDC concepts, CONOPS, and COE
- Analyze and evaluate proposed changes in tactics, techniques, and procedures (TTP) for applicability and integration across the Navy expeditionary combat forces (NECF), other components, warfighting development centers (WDCs), and other Services, as required
- Conduct periodic trend analysis of applicable joint and Navy doctrine and tactics currency, and maintain situational awareness of gapped or stagnant EXW, CON, IW, Navy-wide FP, and CIC doctrine and tactics, and provide recommended actions for improvement
- Assist in the planning, coordination, review, and evaluation of doctrine publications developed by other proponent schools/centers, Services and government agencies, providing required support and knowledge to conduct external document reviews
- Conduct assessments and identifying operational and performace gaps as they pertain to EXW, CON, Navy-wide FP, and CIC CONOPS and doctrine.
- Conduct data collection, assessments, and in-depth quantitative and qualitative analysis that outline capability and capacity gaps along the doctrine, organization, training, materiel, leadership and education, personnel, facilities, and policy (DOTMLPF-P) spectrum
- Perform front-end analysis efforts for doctrine and non-doctrine publications slated for development
- Coordinate research support to and participation in joint, naval, and other Service's assessment, concept development and implementation, wargame, table top exercise experimentation, limited objective experiments, test and evaluation, and analysis activities
- When necessary, support, coordinate with and advise the NEXWDC N35 Force Development Branch in order to support improvements to the NECC force development.
- Perform other related duties incidental to the work described to include exercise performance evaluation and exercise support when required.
- Maintain compliance with all Corps Solutions policies regarding quality practices.
- Bachelor's Degree BS/BA in science, engineering, management, analytical, or other relevant field.
- Ten (10) or more years' experience in U.S. Navy (NECF preferred), Marine Corps, or Army Service-level (active or Civil Service) or maritime operations and planning, or technical analysis.
- Minimum three years' demonstrated knowledge in reviewing and writing joint or Service-level doctrine for expeditionary and maritime operations
- Direct participation in real world operations/deployment and relevant fleet, Marine Corps, and/or coalition/combined operations
- Familiarity with command and control operations, operations centers, operational planning processes, training, and/or field exercise planning
- Knowledge of the military organization, training and operations in order to conduct complex studies, analyze problems, identify mission capability gaps, and recommend solutions to resolve capabilities gaps between force performance requirements and capabilities
- Knowledge and skill in applying analytical and evaluative methods and techniques, both qualitative and quantitative, to projects and studies concerning the efficiency and effectiveness of mission performance requirements across assigned mission areas; and methods of evaluating the effectiveness of planning actions, as related to actual events
- Should have general knowledge of EXW, CON, Navy-wide FP, CIC tactics, operations, and platform employment.
- Preferred additional: Three or more years' experience at either a WDC, Navy Expeditionary Combat Command, or in at least one or more of the following:
- A wide degree of creativity and latitude is required
- Must be able to work independently with little or no supervisionStrong familiarity with government regulations and directives pertaining to confidentiality, document retention and project site protocols
- Strong communication and presentation skills; able to read, write, and communicate effectively in English; able to design and write clear communications, and present training programs
- Expert proficiency in computer applications such as Microsoft Office (Outlook, Word, PowerPoint, Excel, and Teams), Adobe, and other media type software
- Excellent organizational, planning, and prioritization skills
- Excellent interpersonal skills. Strong analytical and problem-solving skills
- Demonstrated ability to perform diverse duties operating under deadline constraints.
- Required to sit or stand for extended periods of time and maintain focus.
- Be able to telework/work remotely.
- Occasional travel may be required.
- Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver's license, current automobile insurance, and a driving record that is acceptable to the company's auto insurance provider.
- Daily travel in local area during the workday (including use of personal vehicle).
- Passport is required (reimbursable).
- A Secret security clearance is required for this position.
