POSITION OVERVIEW
The Director of Emergency Management reports to the City Manager and is delegated authority as the Emergency Management Coordinator by the mayor for the development, implementation, and maintenance of emergency management programs in the City of Hutto. Emergency Management Programs are designed to reduce the vulnerability of the City, residents, and visitors of Hutto from damage, injury and loss of life and property resulting from all natural and made-made disasters or major emergencies.
The Director of Emergency Management shall coordinate all activities relating to the prevention, preparedness, mitigation, response, and recovery within the City of Hutto.
The Director will coordinate the development and oversight of all community response and recovery capacities. The Director will coordinate, recruit, train, and sustain local organizations and volunteers active in disaster.
The Director leads the City’s Emergency Management partners and stakeholders through routine stakeholder meetings and coalition building efforts.
ESSENTIAL DUTIES
- Develops and maintains the Local Emergency Operations Plan (LEOP), Emergency Support Functions and Annexes. Establish a Hutto Hazard Mitigation Plan to state and federal standards, outlining the roles and responsibilities of government and supporting groups under various emergency contingencies by coordinating the planning of all departments, agencies, and organizations having an emergency mission responsibility or capability. This includes the distribution of the LEOP and education of all involved in their primary duties and responsibilities.
- Serves as the Emergency Management Coordinator for TDEM, NIMS, FEMA on behalf of the mayor of Hutto, the Emergency Management Director. Serves as the Emergency Operations Center Director and builds, trains, and exercises the Emergency Operations Center Support Team.
- Provides strategic and tactical oversight of the daily operations of the Emergency Management Department and the Deputy Director/ Assistant Emergency Management Coordinator.
- Directs processes to meet and maintain the statutory requirements for the City of Hutto’s comprehensive emergency management program. Maintains situational awareness to identify threats and/or possible threats to Hutto, alerting stakeholders and elected officials of impending situations and plans for response.
- Collaborates with local, state, and federal officials to prepare and analyze damage assessments following disasters or emergencies.
- Serves as the principal advisor to the City of Hutto’s leadership, the Multi-Agency Coordination Group (MAC) and city and community leaders and Boards.
- Establishes and monitors short-term departmental assignments or objectives. Meets with local, regional, state, and federal stakeholders to promote preparedness activities, conduct disaster-related training, and generally serve as a City of Hutto representative.
- Performs and oversees administrative functions, including budget preparation, procurement, grant reporting, records management, and performance evaluations.
- Directs the development and submissions of emergency management and homeland security-related grant applications.
- Designs and administers emergency or disaster preparedness training courses that teach the city staff and public how to effectively respond to major emergencies and disasters.
- Reviews emergency plans of individual organizations, such as medical facilities, schools, businesses, and churches to ensure their adequacy.
- Maintains and updates all resource materials associated with emergency preparedness plans.
- Responsible for the Regional Notification System as the Administrator for the City of Hutto. Assesses the need for and oversees all emergency and crisis communications for the City of Hutto in cooperation with the City Public Information Officer and Communications Department.
Develops ICS Event Action Plans (EAP) and oversees emergency plans related to all mass gatherings within the City of Hutto. - Performs other duties as assigned.
- This position, amongst others, has been assigned to the Strategic Operations and Innovations Hub group, requiring active contribution and the building of leadership and collaboration skills; this position will serve on a Hub with a specific mission to ensure the organization is consistently moving in a positive direction.

Ability to conduct public meetings and presentations and have the capacity to deal with the media.
Ability to remain calm under pressure and lead others during high stress and chaotic events.
Ability to make immediate decisions as disasters change and develop and to ensure public safety is a top priority.
Ability to maintain strict confidentiality and discretion in handling private, Law Enforcement sensitive and HIPPA related information.
