Description
Job Summary:The Director of Facilities provides executive leadership and oversight of all engineering, capital improvement, and facility management functions across NEXCOM Hospitality Group's global portfolio of hotels and related facilities. This role ensures that all properties meet operational, safety, and regulatory standards while delivering long-term value through capital investment, preventive maintenance, and sustainable practices. The Director will oversee technical teams, manage significant capital budgets, and coordinate with senior leadership within NEXCOM, government agencies, and external partners to align facilities projects with organizational strategy and mission requirements.
Duties and Responsibilities:
- Capital Improvements / Program Management: Develops and maintains large-scale capital improvement plans across a wide portfolio of properties. This involves developing multi-year capital plans, scoping and prioritizing projects, and supporting the timely and budget-conscious completion of projections. Works with the Region Vice Presidents to understand and mitigate extensive property downtime for renovations and resets impacting the mission for the installation.
- Project Planning & Delivery: Plans, programs, and supervises complex projects from concept through completion. This includes defining project requirements, developing project charters and scopes, and monitoring progress.
- Strategic Planning: Contributes to long-term strategic planning of the company's asset portfolio by aligning capital improvements with the company's growth strategy, brand standards, and guest experience goals. Integrates multiple projects into a coherent program that supports higher-level organizational goals.
- Vendor & Contract Coordination: Manages external contractors, consultants, and suppliers effectively. Advises/reviews RFPs, participates in technical evaluation boards, and oversees project performance. Ensures quality control on all outsourced & in-house work, verifying that completed work conforms to plans, specifications, and NHG brand standards.
- Facilities Operations & Maintenance: Beyond capital projects, ensures day-to-day reliability of building systems across all hotels. Leverages deep knowledge of facilities maintenance best practices (for electrical, mechanical, plumbing, HVAC, life-safety systems, etc.) to guide execution of NHG capital program. Informs and monitors preventive maintenance programs to prolong asset life and avoid downtime.
- Safety, Codes & Regulatory Compliance: Ensures compliance with installation building codes, fire/life safety regulations, OSHA standards, and ADA requirements. Establishes regular safety inspections, audits, and drills (e.g., fire evacuation drills) across all properties. Leverages knowledge of government regulations, Unified Facilities Criteria (UFC), Department of Defense facility standards, and environmental regulations specific to those sites. Obtains permits and coordinates inspections with authorities having jurisdiction
- Operational and Capital Budgeting: Develops and manages both operational expense budgets and capital expenditure budgets for all facilities. Forecasts long-term capital requirements, aligning spending with strategic priorities. Analyzes cash flow, ROI calculations, and depreciation as they relate to facility assets to articulate the ROI of projects and control costs effectively.
- Cost Estimation and Value Engineering: Estimates construction and renovation costs with accuracy. Utilizes experience in construction cost estimating and value engineering to inform project requirements and decision-making. Drives financial discipline across all phases of project development, employing tools such as lifecycle cost analysis to inform decisions on systems and materials that reduce long-term operational costs.
- Stakeholder Collaboration: Works closely with other departments to minimize guest impact and support the guest experience. Coordinates maintenance or renovation schedules with hotel operations, housekeeping, and front office to maintain guest satisfaction. Liaise with base commanders or public works officers to coordinate on-site projects. Manages stakeholder expectations and ensures all parties are kept informed of project impacts, timelines, and benefits. Develops & maintains a 5-year capital plan for renovations, new construction, and FFE life cycle replacement.
- Technological innovation: Remains current with emerging technologies in facility management, including innovative building systems such as IoT sensors, advanced Building Automation Systems (BAS), and data analytics platforms. Utilizes data analytics tools to monitor and analyze building performance, enabling data-driven decision-making and providing strong justification for capital investments. Manages and leverages Computerized Maintenance Management Systems (CMMS) or Building Management Systems to efficiently track work orders, assets, and maintenance schedules, ensuring optimal facility operations.
- Ensures all NHG guest rooms and building operations support business needs and align with commercial standards and industry trends.
- Provides technical oversight on all facilities-related items for NHG.
- Coordinates with Codes I and S on all renovation and new construction to ensure IT and security requirements are included and executed adequately for a smooth transition.
- Coordinates with Regional Facilities Engineering Command (FEC) and installation Departments Vice Planners, as needed, to ensure that lodging renovations and new construction projects align with the installation's long-range planning so they can program APF companion projects for demo following NAFCON.
- Evaluates NHG utility consumption and usage reports to track and recommend conservation strategies.
- Establishes annual renovation and room refurbishment cycles working with code B and K.
- Reviews and provides input to all building renovation and new construction architectural and engineering plans during various stages of review. Provides input to code B on support of NHG requirements.
- Works with contracting organizations for various contracts and facilities organizations (Code B, NAVFAC, CNIC, IMCOM, etc.) for facility projects.
- Provides region and property level training and guidance on Navy and DOD systems as they relate to facility documentation and energy usage.
- Provides Code B with NHG input for the annual NAF capitalization report to the Office of the Secretary of Defense, and Commissary Surcharge.
- Compiles facility data for the DOD Adequacy reports.
- Performs the full range of direct and indirect supervisory responsibilities over a team consisting of direct report(s).
- Position requires in-state and out-of-state travel 40% - 60% of the time during the year.
Condition of continued employment:
Candidates must be eligible for and obtain a Secret Clearance within 6 months of appointment. Failure to obtain will result in termination.
The incumbent of this position must file a Financial Disclosure Report (OGE) Form 450, as required.
BASIC REQUIREMENTS
DEGREE: Bachelor's degree in Engineering, accredited by the Accreditation Board for Engineering and Technology (ABET), or a Bachelor's degree in architecture accredited by the National Architectural Accrediting Board (NAAB). OR a degree in architecture, engineering, or a related field that included 60 semester hours of coursework in architecture/engineering or related disciplines such as architectural or engineering design, structural technology, properties of materials, methods of construction, construction cost estimating, surveying, and project management. The adequacy of such background must be demonstrated by Professional registration as an engineer or architect.
AND SPECIALIZED EXPERIENCE: Five (5) years of progressively responsible and relevant experience, which provided a background in implementing facilities management solutions to complex problems, including assessing basic facility requirements; planning capital improvement and construction projects; capital program management; property management practices and procedures; capital and expense budgeting; cost-benefit analysis; supervision of human resources.
