  • The contractor shall perform all pre-award and post-award functions with direction from the Contracting Officer for cradle-to-grave contracting support and advise the Contracting Officers and/or Mission Partners.
  • Pre-award functions include, but are not limited to, market research, coordinating with Mission Partners, Small Business Government Representatives, publicizing contract actions, soliciting requirements, and drafting evaluation of offeror’s proposal(s), and drafting awards.
  • Collect requirement package documentation for contract file from Mission Partners, Finance or other Mission Partners in the acquisition process (e.g. Small Business Specialist, Environmental Specialist, Civil Engineering, etc.).
  • Collaborate with subject matter experts (SMEs) from various program offices to gather the information needed to train and assist Mission Partner staff on how to develop and define requirement needs in order to prepare and/or assist in the development of acquisition plans, acquisition strategies and other related documents.
  • Track milestones to ensure timely submittal of acquisition packages as well as with the contracting office to ensure timely award.
  • Collect requirement package documentation for contract file from Mission Partners, Finance or other Mission Partners in the acquisition process (e.g. Small Business Specialist, Environmental Specialist, Civil Engineering, etc.).
  • Participate in Multi-Functional Team, hold/conduct meetings and liaise with Mission Partners and Contracting Officers.
  • Post-award functions include, but are not limited to, contract administration, contract actions and contract closeout. Contract actions include, but are not limited to, contract award and contract modification (e.g. exercise of options).
  • Document and inform Contracting Officer of exhaustive communication attempts leading up to government delay, especially for requirement package receipt.

Provide advice to the Contracting Officer(s) on matters (i.e. acquisition strategy, exercise of option, re-competitions, etc.) pertinent to the acquisition.


  • Professional personal computer skills, to include but not limited to, skills in operating Microsoft Office software, with emphasis on Word, Excel, Power Point, and Outlook as well as SharePoint.
  • Skills in managing and prioritizing multiple assignments with strict deadlines and ability to coordinate efforts among many offices.
  • All positions require excellent interpersonal and communication skills (both oral and written). The senior level positions require the expertise to prepare and present information/data via oral briefing(s) and/or by written reports.
  • All positions shall be able to communicate contract solutions to complex contracting and industry problems such as acquiring goods and services that may have limited availability, or highly specialized equipment or services
  • Knowledge of federal acquisition methods and techniques
  • Knowledge of federal acquisition regulations, laws and policies, to include, but not limited to:

 Education & Certification Requirements 

  • Bachelor’s degree, 4 years of contracting experience in Department of Defense (DoD), and Federal Acquisition Certification in Contracting (FAC-C) or have previously held the Defense Acquisition Workforce Improvement Act Level II certification.
