General Information

As the Emergency Program Manager, you will oversee all hazards related to Emergency Preparedness activities including emergency response planning, training, and exercising.  This covers the Port's Headquarters, Aviation, and PDX operations to include the Federal Aviation Administration-mandated Airport Emergency Plan (AEP).

Summary of Essential Responsibilities

  • Develop strategic guidance and policy for the Port's Emergency Management program validating all Port emergency response plans, procedures, and checklists. 
  • Supervise, mentor, and provide support to Emergency Management Program staff.
  • Develop and maintain key relationships with all federal, state, and local stakeholders such as CDC, DHS, OEM, OHA, RDPO, MCEM and PBEM and serve as primary contact for these stakeholders on related programs to include planning, exercises and procedures affecting Port personnel, facilities and assets.
  • Responsible for all aspects of mitigation, planning, preparedness, response, and recovery capabilities for the Port. 
  • Overarching responsibility for comprehensive Incident Command Structure (ICS) development program.
  • Review all response plans to ensure compliance with applicable regulations and guidance from local, state, and federal entities to include the Federal Aviation Administration (FAA), Department of Homeland Security (DHS), National Fire Protection Association (NFPA), and Occupational Safety and Health Administration (OSHA).
  • Oversee the creation, administration, and management of a Port-wide emergency preparedness training program and the development of a multi-year training and exercise schedule.
  • Provide vision and oversight of the Emergency Operations Center (EOC) program and emergency operations asset management program.
  • Develop a strategic plan for the acquisition of additional equipment and resources to enhance the Port’s overall emergency response and recovery capabilities.
  • Lead the planning, coordination, and execution of all levels of exercises to include tabletops, drills, and the FAA mandated full-scale Triennial Exercise.
  • Act as the Port-wide focal point for exercise development. 
  • Facilitate the planning and execution of exercises to satisfy the needs of other operational groups across the Port.
  • Review exercise results in after-action reports and improvement plans, advise and support emergency management program staff in the development and implementation of a process improvement program to address desired changes or modifications to plans.
  • Develop and guide the Public Safety & Security Grant program and grant application process.
  • Ensure sound fiscal management of Emergency Management operating budget and capital projects to meet budget targets.
  • Represent the Port and Emergency Management department at internal, local, regional, and national meetings.
  • Prepare and provide briefings and written reports to senior Port management and outside agencies.


Minimum Requirements/Skills and Abilities

  • Bachelor's degree in Business/Public Administration, Emergency Management with 5 plus years' experience in emergency planning OR any combination of education and experience that demonstrates the ability to perform the job duties (required) 
  • Minimum of 3 years’ mid-level management experience (required)
  • Ability to obtain and maintain a valid PDX Secured Area Security Badge (required)
  • Ability to obtain and maintain a valid Driver's license (required)
  • Certified Emergency Manager (CEM) certification preferred (can obtain within the first two years of employment)
  • Advanced knowledge of Incident Command System, National Incident Management System, and the National Response Plan (required)
  • State and Federal regulatory guidance and standards pertaining to airports (preferred)
  • Experience with employee safety, fire life safety, and evacuation protocols which include exercise design and evaluation (required)
  • Provide effective leadership skills, display initiative, and motivation for body of work 
  • Meet on-call requirements

Demonstrated skills:

  • Skilled at analyzing and disseminating information regarding emergency response plans
  • Develop work plans for others including assigning and monitoring work, conducting formal performance evaluations, and administering discipline
  • Apply general administrative principles including goal setting, problem solving, program and budget development and implementation
  • Excellent written and oral presentation skills
  • Promote safety as a guiding principle and a regular practice in accomplishing work
  • Show the utmost respect for others and is a proven team player

 Ability to:

  • Learn and operate under the Incident Command System (ICS), and National Incident Management System (NIMS)
  • Develop, execute, and evaluate emergency response exercises
  • Organize and lead staff and teams through projects to a conclusion and provide closure in a timely manner
  • Exhibit discretion and integrity when handling sensitive matters and classified information
  • Learn specialized software programs
  • Make decisions and communicate effectively in emergency situations
  • Establish and maintain effective working relationships with Port staff and PDX stakeholders
